本野大臣 在英 珍田大使 第八〇六号 十一月初旬以来哈爾賓市内ハ漸ク無警察ノ状態ニ陥リ各国人ノ強窃盗被害事件頻出シ我ガ一流ノ商社ニシテ強盗ノ襲撃ヲ受ケタルコト一再ナラサル有様ナルヲ以テ二十二日同地領事団ハ「ホルワツト」将軍ニ対シ露国警察ヲ領事団及東支鉄道＠官ヨリ成ル委員会ノ指揮ノ下ニ立タシメ必要ナル場合ニハ各国軍隊又ハ警察ヲシテ之ヲ援助セシメムコトヲ提議シタルガ同将軍ハ労兵会側ト協議ノ結果警察改善ノ為二週間ノ余裕ヲ求メ領事団ハ一定ノ条件ノ下ニ之ニ同意シタリ然ルニ最近「レーニン」ヨリ労兵会ニ宛哈爾賓地方ニ於ケル几テノ権力ヲ＠握スヘキヒ＠ヲ電報シ来タレドモ労兵会代表者ハ「ホルワツト」将軍ガ権力ノ中心
