〔大正６年〕３月１５日から大正６年３月１９日 二三三七（暗）莫斯哥発本省着大正六年三月十七日後九.三一.十八日後二.二〇 本野外務大臣 渡辺総領事代理 第一九号 当地新聞ハ在露都新政府施政要項中主ナルモノトシテ政事上宗教上ノ犯人特赦、言論集会出版ノ自由、信教及身＠等ニ対スル制限解除、国体及憲法制定ノ為速ニ建国議会ヲ召集スルコト、従来ノ警察制度ニ代フルニ自治団ヨリノ民軍ヲ以テシ地方自治団選挙ノ件等ヲ発表セリ 二三五二（暗） 露都発本省着大正六年三月十七日后七.一七.十八日后八.二〇.本野外務大臣 内田大使 第二四四号 今回ノ革命カ戦争ニ如何ナル影響ヲ及ホスヘキヤ露人間ニ行ハルル楽観悲観ノ二説ニ関シ其ノ大要及之ニ対スル本使ノ所見（御参考迄ニ左ニ電報ス）楽観説ニ拠レハ革命ハ完全ニ成就
