- 明治四十五年四月二十七日接受 公第八八号 主管政務局 明治四十五年四月十五日 在清国 臨時代理公使水野幸吉 外務大臣子爵内田康哉殿 南京留守条例制定発布ニ関スル件 曩ニ共和政府組織ニ関し黄興ヲ参謀総長ニ任シタルニ同人之ヲ辞シタルニ因リ三月三十一日ニ於テ南京留守ニ任シ依然南洋ノ各軍ヲ統轄セシムトノ命令ヲ発布スルト同時ニ徐紹＠ヲ其後任ニ任命セルニ徐モ亦之リ辞シタルヲ以テ本日十三日ニ於テ副総統＠元洪ヲ参謀総長ニ任命セリ（徐ハ更ニ倉場総督ニ任命セラレタルモ此又辞退セリ）而シテ一昨十三日唐国務総理ヨリ南京留守条例七ヶ条ヲ制定シテ電報ヲ以テ提出セルニ対シ大総統ハ之ヲ認可シテ一般ニ公布セリ 南京留守条例 第一条 南京留守ハ大総統ニ直隷シ南方各軍及南京地方ヲ維持整理スルノ責ヲ有ス
