- 明治四十四年十二月八日附 機密送第一五号 明治四拾四年十二月八日達済 大臣 広東 瀬川総領事 帝国政府ノ態度ニ関シ広東人民誤解ノ件 広東人民中帝国政府ノ態度ニ関シ誤解ヲ有スル者アリ之カ為本邦人ニ対スル感情一変セシトスル＠候アル件ニ関シ去十一月二十四日付機密第三九号貴信ヲ以テ後申報ノ＠＠事情＠今回ノ動乱ニ関シテハ帝国政府ハ未タ革命軍ヲ交戦団体ト認メザルモ当初ヨリ厳正中立ノ態度ヲ維持シ来リ未タ嘗テ官軍又ハ革命軍ニ援助ヲ与ヘルコト無シ又帝国政府ニ於テ曩ニ北清ニ兵員ヲ増派シタルハ当時ノ香港総領事代理ヲシテ貴官ニ転電シ置キタル通リ北京外交団ノ決議ニ基キタルモノニシテ公使館ヲ護衛シ並ニ在留本邦人ノ生命財産
