第二部支那側及外国人側公私上ノ施設 第一節官衛 第一款支那側諸官衛 支那ニ於ケル行政組織ヲ案ズルニ宣統四年二月皇帝位ヲ退キテ以来共和制トナルニ及ビ国家ノ元首タル大総統ノ下ニ政府セ組織シ国務総理及各部総長ヲシテ国務員タラシメ大総統ヲ輔弼シ其責任ヲ負ヒ国務総理ハ大総統ノ委任ニ依リ国務ヲ総理スルモノトセリ而シテ国務員ハ各部総長トシテ法律命令ニ依リ各主管行政事務ヲ執行シ現在ニ於ケル各部ハ外交、内務、財政、陸軍、海軍、司法、教育、農商、交通ノ九部ヲ分掌セリ 地方行政ニ関シテハ前清時代ニ於ケル総督巡撫ノ制ヲ発シ民国元年三月各省ニ都督ヲ置キ文武ニ権ヲ統轄シメシカ翌二年一月之ヲ改メ都督ニハ専ラ省内軍事ヲ総攬セシメ新ニ民政長ヲ置キ省内ノ民治ヲ管理セシ
