- 明治 年 月 日起草 同三十二年十月三十一日発遣 記録ヘ托 在晩香波 清国領事殿 三橋信方 拝啓時下益々御清勝奉敬賀候陳者清国人康有為ノ件ニ関シ追々御内報之趣ハ其都度委曲大臣ヘ申述置候処同人義弥々本月二十四日エンプレス、ヲフ、インデヤ号ニテ横浜ヘ到着候ニ付其前貴電ノ趣ニ依リ本邦ニ於テハ同人ノ上陸ヲ許サヽルコトニ決定相成遂ニ本月二十八日門司発河内丸ニテ香港ヘ向ケ出発致候間右御承知之ニ申進候敬具 発信第三二九号 受第二三四〇三号 康有為ニ関スル当地新聞記事報告 本日発売ノ「チャイナ、デーリー、ニュウス」ヲ見ルニ左ノ如キ記事有之候 康有為ハ加奈太ニ潜居セシモ本邦ヘ渡航ノ為メ姓名ヲ変シ晩香波ヨリ「エムプレス、ヲブ、インデヤ」号ニ乗組シ横浜ニ着シ上陸セントシタルニ官府ノ拒ム処トナリ果サス神戸ニ到着シ服装ヲ変シテ初メテ上陸ヲ許サレ、今尚ホ滞在中ナリ然ルニ康有為ハ尚ホ同船ニ乗組ミ居ル報当地ニ達セルヲ以テ昨二十九日「エムプレス、オブ、インデヤ」号ノ当港到着ノ際ハ当国官府ノ侵害アランコトヲ虞レ為メニ英国水雷捕獲船「フヱーム」及「ホワイテング」ハ同船ノ保護ニ赴キタリ云々
