第二十四 支那水害救済附加税問題 大正十三年八月中支那政府ハ関係各国政府ニ対シ同国北支及中支地方ニ於ケル水害救済ノ資金ニ充当スルガ為海関御yビ其ノ附近五十支里以内ニ在ル常関ニ於テ半年乃至一年ノ期間輸出入貨物ニ対シ現行税率ノ一割ニ相当スル附加税ヲ増徴スベク右救済資金ノ運用ニ付テハ前例ニ依リ外交混合委員ヲシテ管理セシムベキ趣ヲ以テ其ノ同意ヲ求メ来タリナリ 当時帝国政府ニ於テハ本件附加税以外救済資金ヲ得ルノ途無キ支那政府ノ立場ニ深ク同情シ主義上右附加税徴収ニ異議ナカリシモ一面之ガ為我対支那貿易ノ＠ルベキ打撃（仮リニ附加税増徴期間ヲ六月トシ約百五十万円内外ノ負担増加）ノ少ナカラザルヲ懸念シ結局（一）実
