- 機密往第八号 明治四十四年二月十日 在露特＠全権大使男爵本野一郎 外務大臣伯爵小村壽太郎 露国税関監視区域拡張法律ニ関シ露国政府ト交渉ノ件 露国税関監視区域拡張法律ニ関シ従来帝国政府カ露国政府ニ対シ国際法上ノ慣例ニ＠リ明白ニ監視区域三浬説ヲ主張シ居ルノ事実ニ顧シ訣態度ヲ主持スル為英国代表者ニ於テ執リタルト同一形式ヲ以テ露国政府ニ対シ一応抗議ヲ提出スヘキ旨客年十一月二十五日附別紙甲号写口上書ヲ露国外務省ヘ送付致置候＠之ニ対シ本月十月同省ヨリ別紙乙号写公文ヲ以テ大要左ノ如キ回答ニ接シ候 近時ノ国際法ニハ領海ノ範囲ニ関シ一般ニ承認セラレタル規則ナルモノナレ領海ノ範囲ノ件ハ或ハ国際條約ニヨリ或ハ国内
