- 機密第九九号 大正十三年二月十四日 在支那 特命全権公使 芳澤謙吉 外務大臣男爵 松井慶四郎殿 威海衛還付問題ニ関スル件 本件ニ関シ最近英国公使ハ顧外交総長ニ会見シ本国政府ノ訓令ナリトテ五個ノ要求ヲ提出シ三日間以内ニ回答アリ度キ旨要望シタルカ顧総長ハ未タ之ニ対シテ何等ノ回答ヲ発セス而シテ之ヲ聞知シタル在山東人ハ代表者ノ外交総長ノ許ニ派シ英国ノ要求ニ屈服スルコト無ク極力主権ノ擁護ニ努メラレ度キ旨陳情スル所アリ一方山東省長熊炳＠ハ外交部ニ打電シ（一）山東人ノ本件交渉督弁ニ任命スルコト（二）梁如浩ノ従来ニ於ケル交渉経過ヲ一般ニ公表シ共ニ適当ナル解決案作製ニ努メシムルコト
