１８９９〔明治３１〕年４月１日から１８９９〔明治３１〕年５月２７日 公信第１８号 膠州湾青嶋状況別紙ノ通取調及御報告候間御査閲相成度此段申進候敬具 明治三十五年一月二十八日 在芝罘州領事館事務代理 領事館補 高橋橘太郎 外務大臣 小村寿太郎 殿 膠州湾青嶋状況 独逸ノ経営ニカカル山東省膠州湾口ノ青嶋ハ近来市街ノ設計家屋ノ新築漸々進捗シ厳然タル壱市街トナレリ市街ハ之ヲ青嶋及ビ大包嶋ノ二区ニ分ケ青嶋ヲ以ッテ外国人居住地トナシ大包嶋ヲ以ッテ支那人居住地トナス青嶋ハ支那人ノ居住ヲ許サザレトモ大包嶋ニハ独逸人日本人等支那人間ニ雑居セリ道路平坦清潔ニシテ市内ニハ電話水道電灯等ヲ設ケ青嶋ニ於ケル家屋ハ多クハ宏荘ナル洋館ニシテ戸数大約二三百アリ居留外人ハ殆ド全部独逸
