明治３１年１月１６日から〔明治３１年３月７日〕 機密第四号 清国ニ関スル件 膠州湾占領事件ニ付独清両政府ノ交渉粗ニ＠定シタリトノ報知到ルヤ当国一般ノ人気ハ頓ニ気抜シタル如キ観アリ元来当国ハ支那地方ニハ商業其他ノ関係ニ於テ深カラサル縁故ヲ有スルニ過キサレハ今回事件ノタメ痛ク利害ノ影響ヲ覚ヘタルニアラズ一時一般ノ風潮ニ同様サレタルニ過ギサル如シ故ニ＠事件ノ結局漸ク一港湾ノ貸借ニ止マリ所謂尻分割ノ如キハ未タ俄カニ其ノ実行ノ時機ニ達セルベシトノ観察モ起リタルニヤ目＠人心梢々沈静ニ帰シタル概観アリ彼ノ軍艦派遣ノ儀巳ニ内閣ニ於テ決定スル処ニ係リ不日抜錨ノ期ニ至ル可キモ或ハ事件ノ交渉巳ニ＠了シ事体明瞭トナリ今俄カニ大葛藤ヲ惹起スルノ＠ナヒト断定セハ或ハ議定ヲ改メ炊事ヲ中止
