- 在英林公使宛 本年三年十三日発兌ノ倫敦「モーニングリーダー」紙上ニ東洋ノ風雲ト題シ閣下ガ同新聞特別通信員ニ談話セラレタル所ナリト称スルモノヲ掲載致シ候右ニヨレバ閣下ハ同通信員ニ対シ日本ハ満洲ニ関シテハ敢テ他国ト戦端ヲ啓クガ如キコトヲ為サザルベキト韓国ニ関シテハ露国又ハ其他ノ何レノ国ト惟モ其独立ヲ侵害セントスルモノアルトキハ飽迄之ヲ防止スベキコト此平素ノ方針ナルガ故ニ事局若シ迫ラバ日本ハ同半島ヲ露国ノ占領ニ委スルヨリハ断然干戈ヲ執テ起ツニ躊躇セザルベキコトヲ明言シ且ツ此明言ハ日本ガ誠心為シタルモノナルコト疑ナキ旨談話セラレタルヤニ相見ヘ候尚此外時事問題ニ関シ倫敦ニ於ケル新聞紙雑誌等ニ関シ若クハ＠館員ノ名
