- １８９９〔明治３２〕年１２月１８日から１９００〔明治３３〕年４月２０日 山県内閣総理大臣 青木外務大臣 清国領土内ニ於ケル通商保全ノ一件ニ関シ米国政府ト諸大国政府ト交渉ノ模様別紙ノ通在米小松公使ヨリ報告有之候間右茲ニ差進候ニ付御閲覧済之上ハ至急御返却相成度此段申進候也 （別紙ハ小松公使来機密第一号其儘）公第一号 米国政府ヨリ要求シタル清国ニ於ケル開戸主義ニ関スル証言ヲ要求シタル件ニ付テハ昨年十一月十九日付機密第二十七号ヲ以テ申進候次第モ有之候処右ニ関シ本日ノ当国半官報Mddentiche Allglmeme Zeitmng ニ於テ華盛頓ヨリノ電報ナリトテ左ノ記事ヲ掲載致居ク 清国全体ニ於テ開戸政策ヲ維持スルコト
