- （五）撫順及烟臺炭鉱問題 撫順炭鉱ノ地域ハ渾河ヲ以テ南北ニ分レ其河南ノ部ハ更ニ渾河ノ支流タル楊柏堡河ヲ以テ東西ニ分ル其ノ区域大要左ノ如シ 河南 河西－李ニ石寨、大小瓢屯、古城子、千金寨 河東－楊柏堡、老虎臺、邁達屋 河北－白龍山、土口子、石門寨、驛馬站、栄盤、新屯嶺 右ニ対スル開掘権ハ河西ハ李ニ石寨ヲ除クノ外総テ華興利公司ニ属シ河東ハ撫順煤砿公司河北ハ溥裕公司ニ属セリ抑撫順炭鉱附近ノ地ハ清朝ノ霊地ニシテ西ニ福陵アリ東ニ永陵アリ祖宗ノ栄域ニ属スルヲ以テ古来厳ニ封禁シテ開掘ヲ許スコトナカリシモノノ如シ然ルニ義和団ノ変乱ニ乗シ露国カ満洲ヲ侵略シ鉄道ヲ敷設シ沿線附近ニ炭鉱ノ必要ヲ感スルニ至ルヤ頻リニ撫順ノ開掘
