- （三）大石橋営口鉄道問題 南満洲鉄道中大石橋ヨリ牛家屯ニ到ル支線ハ当初露国ガ東清鉄道敷設ノ為要スル材料及糧食ノ運送ヲ敏活ナラシムル目的ヲ以テ清国トノ条約ニ依リ八箇年ノ存続期間ヲ以テ敷設シタルモノナルカ明治四十年十一月下旬清国政府ハ南満洲鉄道会社ニ於テ該支線ヲ牛家屯ヨリ営口市街直近ノ青推子迄延長セムトスルモノ風説ヲ聞キ該支線ハ東清鉄道続約第三条ニ照シ撤去セラルヘキモノナルヲ以テ右延長ノ義ハ之ヲ禁止セラレタキ旨在清公使ニ抗議スルトコロアリタルヲ以テ同公使ハ之ニ対シ該支線ニ関シテハ満洲ニ関スル日清交渉会議ノ際清国全権委員ヨリ東清鉄道ノ続約ノ規定ヲ根拠トシテ之カ撤去方ヲ＠議シタルモ我全権委員ハ之ニ対シ同意シ
