- 三一ノ一 第九章 解決ノ原則及条件 前各章ノ再検討 本報告ノ前各章ニ於テ日支間ノ諸懸案ハ夫レ自体ニ於テ仲裁的方法ニ依リ解決シ得サリシニ非サリシモ之等諸懸案特ニ満洲問題ニ関スル懸案ヲ日支政府ニ於テ取扱ヒタル結果ハ両国関係ヲ甚シク悪化セシメ早晩衝突ノ免レ難キモノタリシコトヲ明カニセリ。 支那カ過渡時期ニ必然件ハルヘキ有ラユル政治的紛糾、社会的混乱及分裂的傾向ヲ有スル発達途上ニアル国家ナルコトニ付テモ略述セリ。又日本ノ要求スル権利及利益カ支那中央政府ノ無力ナル為如何ニ甚タシク影響ヲ受ケタルカ又日本カ満洲ヲ支那ノ他ノ部分ニ於ケル政府ヨリ引離シ置クコトヲ如何ニ切望シ来レルカヲモ述ヘタリ。尚支那、露国及日本政府ノ満洲ニ於ケル政策ヲ簡単ニ吟味シタル結果満洲各省政権ハ其ノ統治者ニ依リ一再ナラス支那中央政府ヨリ独立セルコトヲ声明セラレタルモ而モ支那人カ絶対多数ヲ占ムル
