三ノ一 第一章 支那ニ於ケル近時ノ発展ノ概要 現在ノ紛争ノ完全ナル了解ニ必要ナル事前ノ状態ニ関スル知識 現在ノ紛争カ始メテ国際連盟ニ持出サルルニ至レル一九三一年九月十八日ノ事件ハ、日支間ノ関係緊張ヲ加ヘ来レルヲ示セル長期ノヨリ重大ナラサル軋轢ノ連鎖ノ結果ニ外ナラス。現在ノ紛争ヲ完全ニ理解センカ為メニハ右ニ国間ノ最近ノ関係ノ主要ナル要素ニ関スル知識ヲ必要トス。従テ問題ノ研究ヲ満洲事態以外ニ及ホシ且現在ノ日支関係ヲ決定スル有ラユル要素ヲ最モ広汎ナル局面ニ付観察スル必要アリタリ。例ヘハ支那共和国ノ国民的翹望、日本帝国及旧露西亜帝国ノ膨張政策、現時「ソ」連邦ヨリノ共産主義宣布及右三国ノ経済的及軍略的必要等ノ如キハ如何ナル満洲問題ノ研究ニ当リ
