一ノ一 緒論 一九三一年九月二十一日ノ支那ノ正式出訴 一九三一年九月二十一日在「ジュネーヴ」支那政府代表ハ連盟事務総長ニ書翰ヲ送リ九月十八日ヨリ十九日ニ至ル夜中奉天於テ発生セル事件ヨリ起レル日支間ノ紛争ニ関シ理事会ノ注意ヲ喚起センコトヲ求メ且規約第十一条ニ基キ「国際ノ平和ヲ危殆ナラシムル事態ノ此ノ上ノ進展ヲ阻止スル為即時手段ヲ執ランコト」ヲ理事会ニ訴ヘタリ。 九月三十日理事会ハ左ノ決議ヲ可決セリ。 「理事会ハ 一、 理事会議長カ日支両国ニ致セル緊急通告ニ対スル右両国ノ回答及該通告ニ従ヒ為サレタル措置ヲ了承ス。 二、 日本カ満洲ニ於テ何等領土的目的ヲ有セサル旨ノ日本政府ノ声明ノ重要ナルヲ認ム。
