パラグアイ 目次 一、国交断絶に至る迄の経緯 二、公使館員に対する取扱振 三、公使館員の引揚及善後措置 四、在留民に対する取扱振 五、在留民の引揚 一、国交断絶に至る迄の経緯 「パラグワイ」は従来「ウルグアイ」と共に亜国を盟主とする「ラプラタ、ブロツク」に参加し居り「ウルグァイ」が第一次汎米外相会議以来免もなれば同「ブロツク」より離脱の態度を示したるに拘らず依然亜国と歩調を合せつつ「リオ」外相会議に至れり同国外相は右「リオ」会議に出席の途次「ブエノスアイレス」に立寄り新聞記者会見に於て「ドミニカ」政府「リオ」会議に於て米州諸国の対枢軸国共同宣戦を提案すべしとの情報に対し南米諸国は戦争に拒込まるることなくして何等かの協定に＠するを要すべく斯かる種類の協定は「リマ」及「ハバナ」両汎米会議に於て参加国が負担し居る諸責務を何等阻害するものにあらずと述べたる事実に徴し同国は其の本心に於て参戦を希望せず従て同会議に於ても好んで参戦又は断交には賛成せざる方針なりしものと察せられたり然るに同国は欧洲戦に依る経済的打撃に苦しみつつあるに乗じ米国は経済的強圧を加え旁々伯国の断交態度も影響して同国は「リオ」会議断交勧告案に基き一月二十五日断交に決定一月三十一日正式に直告越せり
