コロンビア 目次 一 国交断絶に至る迄の経緯 一 二 公使館員に対する取扱振 一六 三 公使館員の引揚 二一 四 公使館の善後措置 四三 五 在留民に対する経済的圧迫 五二 六 在留民に対する迫害 五三 七 在留民の保護及救済措置 五七 八 在留民の引揚 五九 九 哥倫比亜人の黒表及白表 六〇 一、国交断絶に至る迄の経緯 （一）日米間戦端開始若くは米国の欧州戦争参加の場合に於ける「コロンビア」国の動向は元来頗る機徴なるものあり即ち「コロンビア」国現政府は其の本来の生立ちは対米追随主義の自由党を基礎とせるものなるも大統領「エドワルド、サントス」（任期自一九三八年八月至一九四二年八月）及び外務大臣「ロペス、デ、メサ」何れも学者肌の温和なる人物にして両人何れも「コロンビア」国の伝統的中立政策を維持し以て「コロンビア」国か大国間の戦争乃至紛争に捲込れさることに汲々たるものあり他方「コロンビア」国に於て有力なる地位を有する保守党の党主上院議員（同時に「コロンビア」国の大新聞の一たる「エル、シグロ」紙の社長）たる「ラウレアノ、ゴメス」を始めとし何れも寧ロ親枢軸国的見解の下に政府の中立政策を支持すると同時に之を鞭撻監視しつつあり此の点より謂へば「コロンビア」国は与野共に其の責任者は中立政策に一致する次第なるも「パナマ」運河に隣接せる同国の地政学的地位は米国の圧迫特に強きものあり「コロンビア」国として果して其の伝統的中立政策を維持し得べきや内外の情勢極めて機微なるものありたり
