ルヘキ一切ノ権利ヲ留保ス （一）米国又ハ布哇ニ抑留サレ居ル邦人抑留所集団生活所等ハ西班牙又ハ瑞典ノ代表者ニ依リ繰返シ訪問セラレ且充分視察セラレ立会人ナク長時間被抑留者ト会談セル旨米国政府ハ言明シ居ルモ 例ヘハ「リヴィングストン」抑留所ニ於テハ一九四二年四月、日米居留民交換ノ件ニ関シ又同年六月伐材労働ニ関シ夫々見解ヲ求ムル為被抑留邦人ヨリ利益代表ニ来訪方要請セル通信文ヲ提出シテ取次方依頼セルニ拘ラス後者ノ場合ニ於テハ代表訪問迄労働ノ一時取消シヲ所当局カ約シタルノミニシテ利益代表ノ訪問実況セスヌ「ローズバーグ」抑留所ニ於テハ邦人ヲ収容スルト同時ニ空缶ノ運搬、道路工事、砂利運ビ、溝堀リ、看視兵ノ便所掃除等ノ労働
