公第一三一号 昭和七年一月二十七日 在広東 総領事代理須磨弥吉郎 外務大臣芳沢謙吉殿 関素人ノ時局ニ関スル演説報告ノ件 一月二十五日ノ西南報告部及同政務委員会等合同ノ総頭紀念週出席トニ於ケル中央委員関素人ノ対日問題政治制度ノ革新及西南諸機関ノ設立等ニ関スル演説要旨何等御参考迄左ニ詳報ス 一、対日問題 我国ハ教十年来喪権辱国ノ軟弱外交ニ出テタルト国防トノ設備ニ研究セサリシトニ依リ遂ニ今回東三省ヲ占領セラレタル次第ナルカ已ニ中央政府ハ各地長官ニ対し再ヒ外カノ侵害ヲ受ケタル場合ハ直ニ武力ヲ以テ之ニ抵抗スヘシトノ厳命シ居リ旁々来ル際聯盟理事会ニ対シテハ現約第十六条ヲ実行シ以テ日本制裁方ヲ請求スル予定ニシテ行政院ハ曩ノ
