Address by Yosuke Matsuoka, Minister for Foreign Affairs, at the 76th Session of the Imperial Diet, January, 21, 1941. It gives me great pleasure to have this opportunity of explaining at the reopening of the 76th session of the Diet the recent course of our country's foreign affairs. Needless to say, the aim of Japan’s foreign policy is that of enabling all nations of the world each to take its own proper place, in accordance with the spirit of Hakko Ichiu, the very ideal which inspired the foundation of our Empire.
