普通公第二三七号 昭和四年四月二日 在米 特命全権大使 出淵勝 外務大臣男爵田中義一殿 「ジョン、ダブリユー、デビス」氏ノ論文「英米関係及海軍力」ニ関シ報告ノ件 前駐英米国大使「ジョン、ダブリユー、デビス」氏ハ当国雑誌Foreigun Gffrus四月号ニ「英米関係及海軍力」ト題ヌル一論文ヲ寄セ最近ノ英米関係ハ過去ニ比シ大体ニ於テ良好ト認メラルルモ現在両国民ノ友情ヲ煩ハシ居レル特殊ノ問題トシテハ原料並「ラテンフメリカ」及極東ニ於ケル商戦、戦債及海軍ニ関スル問題アリ海軍問題ニ付テハ従来ノ経験ニ徴シ公ノ論議、充分ナル準備及政策カ戦略ニ支配セラサルヲ要スト述ヘ更ニ海上自由ニ関スル英米両国ノ主張及英国
