- （一一）事変処理ニ関スル当面ノ外交施策方針 昭和十四年十二月十三日 在外使臣ニ訓電 （昭和十、十二、十六発電） 事変処理ニ関スル当面ノ外交施策方針ノ件 （在外使臣宛電報案） 一、現下帝国ノ直面セル内外ノ情勢ニ鑑ミ且帝国国運ノ前途ヲ被スルニ現段階ニ於ケル帝国当面ノ緊要事ハ支那事変ノ処理ニ在リ従テ目下帝国諸般ノ主要施策カ事変処理ノ完遂ヲ目指シテ企図運用セラレツツアルコト御承知ノ通リニシテ帝国当面ノ外交施策ノ基本目標モ要スルニ事変処理ノ完遂ヲ輔翼スルコトニ存スル次第ナリ ニ、事変処理ノ方法トシテ軍事的手段ト相並ヒテ政略的施策ノ重要ナルコト言ヲ俟タス目下右政略的施策ノ一トシテ御承知ノ通リ汪精衛ヲ中心トスル
