- 昭和７ 二二四二六 暗 福州 八日後発 亜 本省 十月八日後着 内田外務大臣 守屋総領事 第二四七号 九月末以来累次省政府ニ排日不良防止取締方要求シ今日迄日日本人ニ対スル直接行動等ハ不充分乍ラ防止シ来レルモ蒋光?来省以来種々ノ複雑セル事情ノ為省政府ノ取締ハ従前ノ如ク徹底的ナルコトヲ得ス（方聲濤ニ依リ逮捕処刑セラルルコトヲ恐レテ一時逃亡シ居リタル多数不良分子ハ蒋光?来省後再ヒ福州ニ帰来セリ）労徒来省政府ヲ代表シテ本官ト面談スルヲ常トセル林知淵モ世間体ヲ憚ル所モアリ直接本官トノ折衝ハ避ケ外交主任ヲ本官ノ許ニ派シ我方ノ要求ヲ聞クコトトナリ居ル次第ナル処七日林ヨリ本官ニ郭雇（本官ノ通訳ヲ為スヲ例トシ林トモ別（懇？）ナリ）ヲ
