- 昭和七年八月二十七日 閣議決定 国際関係ヨリ見タル時局処理方針案 帝国ノ国際的関係ハ満洲事変ヲ契機トシテ一大変転ヲ示セリ従テ茲ニ帝国政府トシテハ益々自主的外交ノ真諦ヲ発揮シ以テ国運ノ打開並ニ国家的使命ノ遂行ノ為メ堅忍不抜ノ努力ヲ要スヘキコト論ヲ俟タス 曩ニ満洲事変ニ相次テ上海事件ノ発生ヲ見ルヤ我カ国際関係ハ其タシク悪化シ或ハ勢ノ赴ク所連盟側ヨリ又ハ列国共同シテ帝国ニ対シ重大ナル現実ノ圧迫ヲ加フルカ如キ事態ヲ誘致スルコトナキヲ保セサル形勢ナリシカ其ノ後上海方面ニ於ケル状況ノ変化等ニ伴ヒ右形勢ハ次第ニ緩和シ来レル現状ナリ然レ共我カ対支関係ノ将来ハ種々ナル波瀾アルヘク殊ニ満洲問題ハ今後共幾多ノ難関ヲ
