- 広東政府承認問題ニ関スル件 一、北伐軍江西ニ大勝シテ孫伝芳既ニ独力頽勢挽回ノ力無ク長江以南ニ於ケル広東国民軍ノ勢力漸ク強盛ナラムトスルヤ広東政府承認問題早クモ論議セラルルニ至リタル処右ニ関スル広東政府側ノ意向並関係各国ノ態度ハ大要別添調書ノ通リニシテ英国側ヲ除キ大体承認反対ニ傾キ居ルモノノ如シ 二、然ルニ本件英国側ノ提唱ニ係ル承認問題ヲ考察スルニ大要左ノ如キ結論ニ到達スヘシ （イ）広東政府ハ僅ニ長江以南ノ数省ノ実力ヲ掌握シタルニ過キス未タ支那全部ニ亘リ権力ヲ樹立セルモノニ非ルヲ以テ国際法上同政府ニ対シ支那全国ヲ代表スル政府トシテノ承認ヲ与ヘ得サルハ勿論ナリ従テ本件広東政府承認ノ問題ハ結局広東政
