十一月十日十年 私雇外国人居留地外居住ヲ許ス 外務省伺 華士族平民外国人ヲ雇入居留地外ヘ住居セシムルヲ許可スルハ日本人民ヘ学術工芸ヲ伝習スルニ雇主住国居留地ヘ隔遠ノ場所ハ便冝ノ為其手許ヘ差置ン事ヲ願出ルハ情実不得止筋ニ付既ニ各府県下居住人民ヘ許可ヲ与候儀ニ有之候処東京府下ノ如キハ内外狡猾ノ徒相互ニ申合居留地外ナル市街便誼ノ所ヘ雑居ヲナスタメ雇ノ名義ヲ仮リ正シク約定書ヲ作リ願出ル者モ有之哉ノ由ニ付内探候ヘハ其実真ノ雇入ニアラスシテ内国人ハ家賃地代等ノ潤沢ヲ貪リ外国人ハ雑居シテ商業ヲ営ムニ便利ナルタメ仕做点策ナル由ニ相聞候右ハ僅々ノ箇所ニ過サル趣ニ候ヘトモ築地居留地ニ居住スル外国人民ハ規則ヲ遵守スルタメ高価ノ地代ヲ払
