七年三月十二日 紙幣寮ヘ米人アンチセル傭入条約ヲ交換ス 大蔵省伺 皇国従来紙幣ノ製踈糙ニシテ贋摸ノ弊患ヲ絶ト雖モ新旧公債証書諸印紙切手類ニ至リテハ尚国製ノ陋拙ヲ免カレサルニ付是等改正モ不仕候テハ不相叶殊ニ新紙幣ノ儀モ旧諸紙幣等交換取計候ヘハ不足モ相生シ損札交換予備札モ入用ニ有之且銀行紙幣記名証書等モ増製造不仕候テハ不相成右等兼テ見込モ有之既ニ昨年中彼国鋼版彫刻術御施行ノ儀相伺候処御制可有之ニ付右器械買入方并ニ職工雇入夫々処置仕無程来翰可仕筈ニ有之就テハ右必須ノ理化諸学術施行不仕候テハ右伎術モ到底全成不仕尤モ一昨年新紙幣押印ニ相用ヒ候印肉製煉ノ為メ米人アンチセル御雇入相成理学作用ノ印肉ハ掛官員共既ニ伝習仕候ヘ共
