都道府県知事あてに国際収支改善対策の趣旨に沿って運用するよう通達した。また、従来のうち事務局長の専決事項とされていた農地転用の事前審査については、１０，０００坪以上のものに限り、あらかじめ農地局長の承認を要することとした。５．中小企業への配慮（１）中小企業の輸出振興に資するため、中小企業金融公庫においては、輸出産業に対し代理貸付の貸付資金に別枠を設け、貸出の増強を図つているが、さらにその拡充について検討中である。 中小の商社、メーカー等に対する輸出金融については、信用保証協会による輸出業者ならびに輸出関連製造業者に対する保証付融資の円滑化の措置を講ずることとした。（２）政府関係中小金融機関に対して３５０億円の財政投融資の追加を
