あへん法案要綱 一制定の目的１終戦後けしの栽培は禁止され、医療及び学術研究用のあへんは、専ら終戦前の在庫量に依存してきたが、それも近い将来において全く消費されようとしている。従ってその後の医療及び学術研究に支障ならしめるためその需要に応ずるためには、終戦前行われていたけしの栽培を復活させるとともに、あへんを輸入することが緊要となり、その法的措置を講ずることが急務である。２わが国は、「けしの栽培並びにあへんの生産、国際取引及び使用の制限及び取締に関する議定書」（千九百五十三年六月二十四日署名）を本第十九通常国会において批准すべく準備中であるが、本議定書によれば、締約国は、けしの栽培、あへんの生産等について
