- 関東都督府官制中改正ノ件 勅令第 号 関東都督府官制中左ノ通改正ス 第四条、第八条及第十条中「外務大臣」ヲ「内閣総理大臣」ニ改メ第四条ニ左ノ但書を加フ 但シ外交ニ関スル事項ニ付テハ外務大臣ノ監督ヲ承ケ 第十二条乃至第十四条中「外務大臣ニ由リ」ヲ削ル 第二十一条中「勅任又ハ奏任」ヲ「勅任」ニ改ム 附則 本令ハ公布ノ日ヨリ之ヲ施行ス 参照 ○関東都督府官制 明治三十九年七月 勅令第百九十六号 第四条 都督ハ部下軍隊ヲ統率シ外務大臣内閣総理大臣ノ監督ヲ承ケ諸般ノ政務ヲ統理ス但シ外交ニ関スル事項ニ付テハ外務大臣ノ監督ヲ承ケ 第八条 都督ハ安寧秩序ヲ保持スル為臨時緊急ヲ要スル場合ニ於テ前条ノ制限ヲ超エル罰則
