- 議長（倉富） 次ニ 拓務省官制中改正ノ件 関東庁官制中改正ノ件 関東州及南滿洲鉄道附属地電気通信令 以上三件ヲ一括シテ議題ニ供ス第一読会ヲ開キ朗読ヲ省略シテ直ニ審査報告ヲ為サシム 報告員（二上） 謹テ審査スルニ 第一ノ拓務省官制中改正ノ件ハ滿洲ニ於ケル日滿合弁通信会社ノ設立ニ関スル協定ニ基キ近ク設立セラルヘキ滿洲電信電話株式会社ノ業務ハ同協定ニ依リ帝国政府ニ於テ満洲国ト共ニ之ヲ監督スヘキモノナルカ故ニ帝国側ニ於ケル監督権ノ所在ヲ明カニスル為本案ヲ以テ拓務省官制ノ一部ヲ改正シテ拓務大臣ノ職権事項ニ右滿洲電信電話株式会社ノ業務ノ監督ヲ加ヘ且併セテ右監督ニ関スル事務ハ同省内ノ殖産局ノ分掌事項タルコトヲ規定セムトス
