会議終了後議場ニ於テ原内閣総理大臣ヨリ外交上ノ報告アリ 原内閣総理大臣 之ヨリ最近外交上ノ情況ヲ陳述セムト欲ス実ハ先般来内田外務大臣病気引籠ノ為報告延引セリ尚同大臣ハ今後数日間回復不能ノ情態ニ付今日ノ機会ニ於テ余ノ知レル限リ大体ノ報告ヲ為サムトスル次第ナリ 先ツ第一ニ報告スヘキハ講和問題ナリ昨年十一月休戦ト為リタル当所ニ於テハ其ノ休戦期間内ニ本講和条約成立スヘキ見込ナリシカ其ノ後形勢変化シ其ノ時期晩レテ漸ク本年一月中旬頃始メテ講和会議ヲ開催スルコトト為レリ此ノ当初ノ状況ニテハ日本ヨリ代表者ヲ派遣スルノ余裕ナキカ故ニ不取敢珍田松井両大使ヲ会議ニ列席セシムルコトトセシモ其ノ後時期晩レタルカ故ニ牧野男爵ヲ起シテ彼地ニ派遣シ尋テ西園寺侯爵
