- 議長（東久世）次ハ台湾総督府地方官官制中改正ノ件第一読会ヲ開ク朗読省略 報告員（河村）報告セム此ノ改正ノ要点二アリ 第一ハ台東庁ニ警視ヲ置キ之ヲ支庁長ニ充テムトスルモノニシテ台東庁内卑南ヲ去ル約四十里ノ処ニ花蓮港アリ此地ニ昨年暴徒起リタリ故ニ今高等官タル警視ヲ支庁長トシ守備ノ軍隊トノ権衡ヲ保チ又生蕃ノ統治上従来ニ比シ重キヲ置カムトスルナリ次ハ刑法ノ改正ニ伴ヒ命令ニ附スルヲ得ヘキ罰則ノ改正度々アリタルカ是モ同様ノ必要ニ出ツ今日マテ庁長ノ発スル命令ニ附シ得ル罰則ハ十円以内ノ罰金若ハ拘留又ハ科料ナリシヲ新刑法ニ基キ拘留三十日以内又ハ科料二十円以下ト改メムトスルモノナリ此ノ二点共ニ支障ナク御可決アリテ然ルヘキモノト
