次ニ第二号案国際無線電信条約御批准ノ件ヲ附議ス該案ハ条約案ナルヲ以テ先例ニ依リテ読会ヲ省略シテ然ルヘキヤ御異議ナクハ朗読ヲ省略ス 報告員（河村）本条約ハ無線電信ニ関シテ国際間ニ始メテ締結セラルルモノナリ其ノ主ナル点ハ第一無線電信ノ方式如何ヲ問ハス加入国ハ互ニ交換スルコトト第二無線電信ノ料金ヲ一定スルコトト是ナリ各国トノ通信ノ便利ヲ図ル上ニ於テ然ルヘキモノト認ム各条ノ条文ハ事技術的ニ渉リ頗ル分リ悪キ所アリ依テ主務省ノ人ヨリ説明ヲ承リテ始メテ了解セリ今日幸ヒ当局者モ御出席ユヘ一応説明セラレムコトヲ希望シ置キタリ 説明員（小松）無線電信条約締結ノ来歴ヲ一通述ヘン無線電信ハ明治二十八年以太利人「マルコニー」氏カ発明シ
