副議長（東久世）鉄道軍事供用令第一読会ヲ開ク朗読ハ省略ス 報告員（都筑）本案ニ関シテハ充分考究シタリ私設鉄道法第六十九条ニ公務ヲ以テ往復スル陸海軍軍人、軍属及警察官吏・・・・・・等ニシテ公用タルコトヲ証スルノ通券アルモノハ半価ヲ以テ輸送スヘシトアリ其ノ公用ト本案ノ軍用トノ範囲区劃カ明確ナラサレハ賃金モ異リ又犯則ニ際シテ罰モ異ルヲ以テ不都合ナルニ依リ研究ノ結果軍事輸送トハ斯ノ如キモノナリトノコトヲ明ニシテ一条ヲ朱書シ次ニ第十六条ニハ大臣ノ決定ヲ以テ恰モ裁判官ノ判決ニ代フルヲ得ルカ如キ書方ヲ為シ甚紛ラハシク別ニ茲ニ記載セサルモ不法行為ニ依ル損害ノ賠償ハ当然ナルヲ以テ之ヲ削除シテ総テ民法ニ依ラシムル
