- 満洲事件ニ関スル経費支弁ノ為公債発行ニ関スル件 右謹テ上奏シ恭シク聖裁ヲ仰キ併セテ枢密院ノ議ニ付セラレムコトヲ請フ 内閣総理大臣犬養毅 朕茲ニ緊急ノ必要アリト認メ枢密顧問ノ諮詢ヲ経テ帝国憲法第七十条第一項ニ依リ満洲事件ニ関スル経費支弁ノ為公債発行ニ関スル件ヲ裁可シ之ヲ公布セシム 御名御璽 内閣総理大臣 各省大臣 勅令第 号 満洲事件ニ関スル経費支弁ノ為政府ハ二千九十一万円ヲ限リ公債ヲ発行シ又ハ借入金ヲ為スコトヲ得 前項ノ規定ニ依ル公債ノ発行価格差減額ヲ補填スル為必要アル場合ニ於テハ前項ノ制限以外ニ公債ヲ発行シ又ハ借入金ヲ為スコトヲ得 附則 本令ハ公布ノ日ヨリ之ヲ施行ス
