親第三十五号 客歳以来米価低落農民一般困難ヲ告ケ是ニ依テ地租改正条例第六章ニ拠リ減租ノ事ヲ冀図シ或ハ演説ニ或ハ新聞紙ニ之レヲ論説シ亦ハ其主意ヲ廻檄シ請願書ヲ刷行シ随テ目下納租ノ延期ヲモ請願セントシ亦各地政党員猶之レヲ奇貨トシ党勢之拡張ヲ計リ所在人心ヲ煽動スル等殆ント全国一般ノ情勢ニ有之依テ向キニ大蔵卿ヘハ其趣及照会置候ヘ共現今猶各地方より報告スルモノ不尠候ニ付兼テ御了知ノ事トハ存候ヘ共各報告書中ノ稍詳悉セルモノニ之ヲ採リ別紙相添供御参考候他ハ右ニテモ洞察被下度此段内申仕候也 明治十七年二月二十八日 内務卿山縣有朋 太政大臣三條實美殿 減税建白論ニ付片岡健吉ノ陳述
